The designs of the misguided thing who lost his crown
In the pursuit of them, went no further than the suspending
and dispensing power: suspending the maximum
binding force of this or that particular lure in all instances
for a particular time or
dispensing with the execution
of or a particular law in this or that particular instance; or at the utmost suspending the execution binding force of it in all instances for a particular time. It went no
further than to annul laws: to bring about a virtual repeal of this or that law
already made by Parliament. Even James the
2d in the extravagance of his pretensions never
pretended to make a law out of his own laws: to make by his own
single authority, a law which had not never been made
by Parliament.

What was too much A power which James the Second dared
neither assume nor receive, the Duke of Portland,
as your Lordship has seen has both assumed and
received. Not content with defeating a measure
of Parliament, he sets up a measure of his own –
a measure altogether different different repugnant unauthorised by Parliament – in the form of it.
