The complication and perplexity which in so large produced in such
abundance by
a proportion has been the front of the laudable anxiety
for Justice so conspicuous in this Act has on more
than one occasion called forth remarks from the this
humble per
by which Your Lordship is now addressed. View of the Hard Labour Bill 1778 Panopticon, 1791. By
a single Act, repealing all that have gone before
it, this the whole of great body of might happily be converted into light. If
the services of a b veteran manufacturer in this
line, though in every sense a broken one, of a labourer who never yet found any difficulty in the most freedom of remonstrance, in an inadversion with the most inviolate punctuality of obedience of services so long repelled and scorned were at length thought capable of being accepted, were
thought worthy of acceptance being accepted, the labour of the both
would be shrank from. judged.

In speaking of the perplexity but too recognisable in the
texture of this Act I can never admit is as affording
the smallest colour of excuse for the awkwardly obliquity of the
of the interpretation pretended to be put upon it by this
letter. If that have The Act has its dark parts, neither is
it without its light ones: and it is against so light
the clearest and most transparent parts of this law
that the Duke of Portland, with his eyes wide open
to them according to his own confession, has been that miserable and incorrigible sinner, whom it
has been the task of these pages to bring to view
to point out to the hand of avenging justice.

Constructed Under the laws such as they are, a departure cases
from them in some I doubt are to be found, and those but too numerous – in which
a departure from them to a certain degree in certain respects was hardly
to be avoided – but from such heard and inevitable departures
at cloath is to be found neither justification nor excuse is to be found for designed and wanton acts.

To an honest mind, so many perplexities as beat the
other systems, so many reasons for speeding the Pantentiary System
by which they would have been removed: at so large a proportion of them would have been removed.
