Mr King at any rate is but a Member of
the Upper House of Parliament: and it was Mr King
who wrote this letter (at least he told me so) though
it was the Duke that signed it. Whether at
this time Mr King had actually read the Finance
Report in question is more than I can say take upon me
to say: to say otherwise than by inference.† but what I do say is that afterwards,
and long before those letters were written by him,
according to which the one thousand and the two
thousand were to be reduced from th to five hundred
and from thence to nothing, Mr King, in his own
proper prison, had actually read, or heard read,
that same Report, or so much of it as bore reference
to the Panopticon business. For, when Mr
Nepean, by the Bratagem about the Island as last made out of
already mentioned,† caught had caught Mr King, it was
in a -room in Mr Nepean's house, in which I
was happened to be present. This same Report lay there upon the
table, and was the only thing that did lay upon the
table. That the Panopticon business was the business order
of the day actually on the carpet was sufficiently understood amongst
al those parties, by not words and looks as have
been exchanged before I withdrew: and from Mr
Nepeans declaration I understood very soon afterwards,
that by means not nonstinting priority to physical
compulsion, nor yet much short of it, Mr King had
been "made" either to hear or to read tha so much of
that Report as bears reference to that subject.
