a palliation an would be to give a receipt put

power, to put it into the power of a Secretary
of State or any other person Minister or Officer having any part
to take bear in the execution of other laws any branch of the law – to repeal
it or to unmake or even to make it
whatever laws as many laws as he pleased. All the trouble
of signing a paper with these few words in
