To admitt of this as a justification or even as
a palliation an would be to give a receipt put
give a receipt for the composition of more thana dispensing
power, to put it into the power of a Secretary
of State or any other person Minister or Officer having any part
to take bear in the execution of other laws any branch of the law – to repeal
it or to unmake or even to make it
whatever laws as many laws as he pleased. All the trouble
of signing a paper with these few words in
it – by way of form. I have read such

to have read – and in some of them make any other law or
laws that happened to suit his purpose,
to allow this plan would be to give a short

the more effectual for establishing giving one occurring not only a
dispensing power – but a compleat legislative
power in all cases.
