From this it say that
follows that of either by any exertion of his, or
those those with whom he acts, on whom he reckons it can be so contrived, either that the opportunities
of transporting convicts should shall protect themselves
with a certain degree of frequency – or that the
Gaols in question can be made to receive a certain
degree of inequitude, then and in either case the
Penitentiary House was not intended by the Act
to be built at all – and that as a corollary
