In a word here are all the ingredients which
a man whose object it was to make up a dose mass
of punishable guilt could wish to put into it.
There is 1 the Act which requires Penitentiary
Houses to be built: — 2 there are the Penitentiary
Houses remaining unbuilt — waiting like the Shades Glasses seen by
those whom
in the to come into existence.
3 There is the Duk Secretary of State, who instead
of lending his hand to the execution of the
Act, and to the building of these Houses — makes
turns more than a deaf ear to the questions put to him
about the building answers no questions about
them — stops the building of them — 4. keeping
in places not designed for them by Parliament
the Convicts that ought to have been in these Houses:
5 then is the same Secretary of State
who not content with disobeying the
Acts and doing what he pleases with them —
6 writes a letter as if for the pleasure of disobeying
them — 7 pretending to have as if it were
in mockery, to have read these Acts and f
pretending to find in them what if he has read
them he knows to a certainty is not there: setting up a
law of his own head — and saying as it
were in derision — this such is the law of
Parliament. If this be not an assumption of
legislative
dispensing
