legislative dispensing powers – and of much more than
mere dispensing power – original legislative
power power – and by a Minister who to
compress this usurp usurped this illegal legislative power, employs
and abuses the Executive powers that
lawfully belongs to him – if this be not a
state crime and a crime of little less than the
first magnitude – how should a man who wanted
to committ a crime, go about it, so as to
effect his purpose, if this were a price offered
for a state-crime.
The case would certainly have been a clearer
one if instead of keeping in the receipt of
£ so many thousands a year and in the plan to which
so many thousand a year are attached, a
man who is not fit for any plan to which

part of the money once paid had been given
him without his being y in the plan. Corruption
