A possible topic of excuse may be that in the
of this letter of October 1799 notwithstanding the nature
and apparent tendency of the principles arrived
in it – so far were the practical conclusions from those principles
were so far from being hostile to any closure in respect of the Penitentiary Establishment that they admitted of expressly
gave to
an extent more that should I of that which the Treasury
sword engaged to give it: that they ended in
recommending 2150 instead of 1000 was accordingly the number recommended in that
that letter instead of the originally determined number agreed and settled
1000.

Thus much is indeed true: but this this letter is
but one of a series of letters and consultations from the same quarter which
ended in a reduction from the 2150 to 2000 and
from the 2000 to 500 – and this last reduction
put avowedly upon a with relinquishment with
an proforma for the latter option result for which
the mention made of the other was evidently meant to butas as an introduction and
pretence

Now in this letter the conclusion in favour of so
high a number as 2150 was the result not of a
leaning towards the highest a maximum number or towards so
much as a medium number – but of a leaning
towards a minimum number and to this high number
under no other notion than that it was the lowest
that could be assumed. For the avowed object of the
principles assumed as to reduce the number as low
as possible: so that of the Ends should cease ever to be
capacious by enough there should be no Convicts at all within
but transportable Convicts, and as few as possible even of these.
