The quarrel of the Duke and his confederates
was not with the Hulks – The Hulks had not but with the Penitentiary
rendered themselves obnoxious to Lord Belgrave. House. The Hulks were not stationed on any
part of the land rendered sacred by its vicinity to
the possessions of Lord Belgrave. If the Hulks have
sustained any loss of population from the system of
economy established by the Duke, it has not been
from any will ill will to them but to the connection whimsically enough established between them and the
really obnoxious establishment, the Penitentiary House.
To rob the Penitentiary House of its destined population
nominally avowedly of the greatest part of it – and
really intentionally of the whole of it, it was deemed necessary to play
off against it the clandestinely established System
of confinement in the county Jails. The system
of Jail confinement being given as a measure
of indispensable necessity as a system to be preferred
to every thing would might, by the force of the established principle, had
that been adhered to, have been as formidable a
rival to the Hulks as to the Penitentiary
House.
