Dispensing power

I speak of principles: for in practice, I see no
reason to suspect that the Hulks have had any
great reason on that score to complain of the Duke any
defalcation made from their population from the
Duke. After dispensing with the Law of Parliament,
those the Duke could never experience
in any difficulty about dispensing with his own principles
and his own rules with the principles employ'd
by him in that arduous adventure
employ'd to enable him to dispense with the Laws of

or at least it is impossible for me to say that the Hulks
have lost a single inhabitant by a theory this
adverse to them. The theory was alike adverse
to the Hulks and the Penitentiary House: but
The application of it might be confined at all times
to the Penitentiary House.
