In the Duke of Portland's plan A loyal subject – an honest man – wishing
to have authority by law for subsib substituting the a
System of Jail Imprisonment – a system of confinement system not as yet sanctioned by Parliament to a system
in the Hulks already sanctioned by Parliament would have come to Parliament,
and asked for powers for that purpose.
The Duke of Portland did not come to Parliament,
and I will tell your Lordship why he did not.
It was not merely because he had no very ready
means of communicating with Parliament: it was
not because his Mr Baldwin and Your Lordship's
Mr King, though so much above Parliament were
neither of them in Parliament. It was not because
those faculties which are necessary to enable a
man to communicate with Parliament have neither
been given neither by nature nor industry to the Duke
himself it was besides all these objections which
might have been got over by assistance help of friends, the case
necessary to the obtaining of those powers from Parliament
was a case that could not be made.
He would have had to say the Hulk system is not
a good one – I want a substitute for it. I
propose the Gaol system for that purpose. A substitute?
