not even the man who is weak enough
to think or least to which is an equal proof
of weakness to pretend profess to think that Parliament
acts without an object. That he had an object
and that object was to defeat the known object of
a law of Parliament is expressed plainly enough is plain enough to look no
further than this one letter by what further pretences
and by what further acts, such as they are were that
object was to be pursued to the period of its
attainment is seen in those subsequent letters of subsequent
date which have already passed under review.

In this letter principles were to be laid down
principles inconsistent with the existence of the Penitentiary
house principles repugnant to the engagements
so long ago entered into contracted and so repeatedly confirmed in
relation to that establishment, in the succeeding letters
Your Lordship has seen those principles applied to
practice.
