In now come to the third source of evidence
last of the three sources of evidence from whence the proof proofs colours of criminality
are stamped upon the illegal procedure power
but too sufficient assumed and examined by the Duke

A mere dissertation though it were to the effect of
the above letter – a mere dissertation, neither acted
upon nor meant to be acted upon might for
aught I can take upon me to say, have been
so insufficient to stamp the colours of criminality
upon the illegal doctrines and pretensions there advanced
however absurd monstrous as the p doctrines are and ab however inordinate devastations
or the pretensions. The case of Algernon Lydbury
with his treatise might perhaps afford matter for
legal discussion true, if the demand for all such discussions
were not so perfectly superseded by the amplitude profusion abundance
of others the stock of more conclusive evidence.
The design of defeating the intention of Parliament
in respect of the measure in question is evidenced.
There is the Act passed near eight years ago
requiring the establishment to be set on foot: – and
there is the establishment remaining like the studies

waiting to be brought into existence.
The accomplishment of a design is of itself no bad a
liberally good evidence of the existence of it: But besides
