Dispensing power
I am sorry to be thus troublesome to your Lordship
in heaping words upon words in the discussion of a
plain question of fact which any ought to be out of doubt,
and which about which all doubt will be banished
from your Lordships mind by a glance at the
authentic copy which as in a natural doubtless would be found in your
Lordships Office, in that book in which I drew
it and from which I took my extract: I am
truly sorry: but it is not of on my own account,
but on account of those to whom who on application
made by me for a compleat copy, it of this
as matter amongst other suppressed documents, could neither prevail upon themselves to
grant it nor refuse it.
After this explanation – and subject to this
uncertainty, I state the number in question at
2150.
What makes the uncertainty the still less material
is that afterwards – as Your Lordship may recollect
the number was fixed at the round number
of 2000, by the determination officially
communicated to me on the part of the Treasury
by Mr Longs letter of the 20th of Feby 1800.
