5. That the money o £2,000 the account of the expenditure of of which o which is now required of
me by Your said Letter was but an advance made for the continuance
of an expenditure then already made to a much larger
amount as stated in my evidence abovementioned. After the
receipt of that advance I expended on the same account
not only that sum but a great deal more of my own.
Hence though your enquiry could not go beyond the enquiry made by your letter did not and I take for granted could not now
with propriety go beyond that sum, yet I having expended
so much more, I have necessarily a sort of choice to make
in the first instance at least as to the articles of expenditure of which my discharge shall
be confined.
In this situation I have made I have been guided by the what I have had
following circumstances have been kep in view as to present
such articles, as when happen the face of them these articles appear to
the most manifest the on the face of which the master of the relation they bear to the
intended Penitentiary Establishment happen to be the most prominent manifest,
and such the attestation of which, if necessary, on
the part of extraneous witnesses will seems likely to be attended with the
least trouble to the witnesses I am, Sir,
will give them the least tro require the least number of
them and will give occasion them least trouble.
Subjoined to the Account is a query I have submitt
to the Commissioners for the purpose of taking their
direction respecting the mode of proof.
