2 Letter 2d
In pursuance of the intended Contract mentioned in my first
Letter of this Date a purchase and in vir under and by
virtue of the public Act of the July Parliament therein mentioned
7th July 1794 a purchase was made of spot of ground
at Milbank Westminster was in the Year 1799
purchased by the Lords Commissioners of his Majesty's
Treasury of the the Marquis of Salisbury: In the instruments
of conveyance my name dated 10th 11th & 12th Octr 1799 I was named as the Feoffee:
the spot has since come into my possession: and I am
ready and willing whensoever called upon to apply by proper authority
and properly enabled in other respects properly enabled, to
apply it to such its intended purpose.
The £12,000 was in part of a sum of £36,000
directed to be paid to me by an appropriation Act: viz
the 39.G.3.c.114 on account of the said & intended Penitentiary
Establishment: for the remainder of which sum of £36,000
viz. £24,000 I find myself stated as Creditor in an
Account printed by Order of the House of Commons dated
the 25 March 1803.
The negotiation for the purchase was carried on between
Mr White the late Sollictor of the Treasury, as such, and
Mr Estcourt (Sollicitor to the Stamp Office) as Agent
for the Marquis of Salisbury: the particulars Neither the Abstract of the Title
nor any particulars relative to it, but what transferred by accident,
were never ever communicated to me. Much about the time
that the Deeds of conveyance were put into my hands, I
should rather suppose a few days before Mr White put in
the course of I forget which other operation relative to the transfer, put
into my hands, a paper acknowledging the receipt of the
above £12,000. It struck me at the time as an irregular mode of proceeding,
