The ordinary quantity,
as thus described and
fixt, being taken for
the standard of reference,
but every portion that
stretches beyond this standard
be termed stiled extraordinary
extra-delay.

quantity of delay is
matter of just regret,
much more is every

not be vain — that, what of the
soever portion of delay
actually having place
whatsoever quantity
stretches beyond the mark
of ordinary delay may,

the superior exigencies of
justice, to actually stretch
it off — hence it is that we are naturally
led to the distinction
between what is necessary and unavoidable,
and what is unnecessary or
superabundant and
avoidable, with the view
together with the wish of seeing struck off whatsoever
portion may thus be
found thus [+] superabundant and avoidable
capable of being defalcated
without prejudice to justice.

Since comes the necessity
for of the inquiry —
what are the causes of what in each instance are
or may be the causes of
that portion of delay
(meaning of extra-delay) which
in that instance is
necessary and unavoidable?
And the use or at least the of
this inquiry this the use, —
or at least one use, is
so far as the inf
as to such part of the
actual delay as the influence
of these causes
extends to, to submitt
to it with resignation
and tranquillity, as to mischief out of
the reach of remedy: on

extra-delay — instead
of being referable to these
causes, is found to be
referable to the influence
of causes capable of being

the sinister or negligence
of men in power — the
result of corruption, or
indolence, or imbecillity
not to submitt to the any longer
with with silent resignation — to the
mischief any longer but,
with that temperateness,
and respect for the this constituted
authorities, which
becomes honest men, to
become suitors deft for redress at the
throne of the
power, the fountain of
all redress, as well as well as of
of all justice every thing whatsoever
that is administered under
the name of justice.

Thus it is, that upon
the annexing of that
conception to these four
leading terms, depends
no inconsiderable portion
of the happiness and
unhappiness of mankind
of human
