The Memorial presented on this occasion to the House of Lords by
eleven (the President included) of the 15 Scotch Judges,
lies now before me.

Approving the principle of the prohibition proposed to
be put upon Appeals against Interlocuters their the approbation
so given by them is not absolute. The prohibition
may according to them they are satisfied/content should be established by a general
rule, but with powers to them to dispense with the observance a dispensing power in their hands, to be executed
of it by their certificate. at pleasure by their certificate

What immediately follows may be considered as a sort of a learnd-book
for the use of learned Judges

The propositions in it are about as abstruse, and
about as much exposed to rational doubt, as the proposition
that two and two are equal to four.

Unhappily this simplicity and this verity are
nothing near adequate to the procuring for them any thing
like a universal reception.

Let a mere man have any neat profit to make by
doctoring his persuasion that two and two are not
four, you will find men enough in any numbers to make the declaration
