A regard for that character without which I should even be
unfit even for the very reduced share of confidence, if any, which it seemed
at present in contemplation to repose in me will, I hope, plead my excuse
for any thing which might otherwise appear unacceptable, in the
application I hereby take the liberty to make.
The printed paper given in by the Treasury Board to the House
of Commons, and by the House ordered to be printed (Order dated the 12th,
instant) has just reached my hands. In that paper (marked No. 9
pages 79,80 & 81) under the head Penitentiary Establishment I observe
two Treasury Minutes and three Letters: the Minutes dated respectively
13th August 1800 and 18th March 1801: the Letter are one from the late
Mr Secretary Long to J. King Esqr dated 25th August 1800; another
from Mr King to Mr Long dated 17th March 1801; and the third
from Mr Long dated 24th March 1801 and directed to myself: — not one
of them, except the one addressed to myself, ever communicated to the
individual, whose interests they disposed of, and who, it was officially
known was taking laborious and expensive measures
