Uses of reasons and
included in the text of
the Law when enacted.
3. Securing the approbation
of the people
of whose obedience, the
force of the laws, and
the power of the legislator
is composed.
Independently if
the particular nature
of the reasons, the
very act of declaring
them has this tendency
Such are the uses which provide the enactment of the proposed
law: follow now those which follow it.
In this stage it is not sufficient that reasons have
formed an accompaniment for the law in its present state:
reasons, if not equally so simple in form, should in substance,
or at least in qualification, accompany it in its maturity.
4 Thus accompanied, thus recommended, the law has required
the its fairest chance for being accompanied, for being grand
and fortified by the approbation of the people for me
whom it is destined, and in whose obedience and observance
it depends for its power and efficacy: for it is of the obedience of the
people that in this element that the power of the sovereign is composed.
