3. Money disbursed in to wages of Workmen employed on the
system of mechanical inventions destined for the occupation
of prisoners in the Penitentiary House.

The written documents I had transmitted were
such written documents as were extant, and the only ones
that had been made: entries made in a book or books of the several weekly
sums paid to the several workmen — entries made by the
persons by whom those sums were respectively paid.
These are the original books: and nothing when these originals are
not to be had nothing will serve Mr Chief Inspector
but originals. Apt these originals when produced are
treated by Mr Chief Inspector as waste paper. They have not
any of them "any one of the characters of Vouchers"
Of the character of Vouchers Mr Chief Inspector, it appears form
him possesses a list: the communication of it would have
been of great use to me.

Which? when authenticated either by simple signature,
or by signature accompanied with affidavit, or
by attestation delivered viva voce accompanied with examination
(it may be called a sort of cross-examination) upon oath,
will not any one of these modes of ath authentication
be sufficient to give to communicate to these original
the character of vouchers? how of all these modes
of authentication I had already given the to the Board.
