With reference to the particular individual suit (for such it
may be termed) on the occasion of which the functions of the Plaintiff being by the nature of the Judicatory
consolidated with those of the Judge) I stand am still standing

according to the practice has happened to them to fall, in the first instance, under the regulations, whatsoever
they may be, by which the practice of the Board

What, in relation to these papers the object of the present address has peculiar to it,
is — to beg leave to suggest if viz. in the character of
Amicus Curiae if a suitor Defendant, after discharging
the function appertaining to that station defendant, may be produced indulged in
the such a liberty be taken in taking, in addressing the Court from the
superior bench thus taking his seat as it were in the
Bench
to suggest the advesting to those same papers,
with a view to the adoption of supposing me adopting of such measures
as may have the effect of supplying correcting in the practice of the Board the supposed
deficiencies there defects which in the course of those papers are brought to
view.

The defects, if such they may be termed, may be For bringing to view the supposed defects in question, the
stated most advantageous course that can be taken seems
to me to be the stating of such measures or arrangements
character of remedies as present themselves as
promising to operate towards the correction of these supposed
defects. These supposed remedial measures remedies, I proceed in brief view
accordingly to submitt to the Board, accompanied with the
considerations
