4. In Somerset Place this address will be certain
of finding its way into the hands of some of the Gentlemen
whose place station in the Office is at the Board: which if
of the Commissioners, if such there be, whose seat is at
the Adelphi, the personality not being discoverable by
the Court Calendar, is, in my obscure situation so
compleatly unknown to me, and at the same time
their very existence to such a degree dubious, that on
the occasion of the sort of notice taken of a Letter
of mine, in which, in certain points therein mentioned,
complaints were made in relation to a gentleman,
whose name in the character of Chief Inspector
was and is visible to me, it became, and
still remains, matter of doubt, whether in virtue
of some established
official course unknown to me
it had not happened, that the complaint had
received in effect its answer, from no other than the very person
who was the object of it, no other minds than his
having been applied to it.
