Barrow Green House 12th July 1888

Dear Romilly,
I write this, to beg the favour of an answer
to a query which (I imagine) I should not have had
any need to trouble you with had I not been at a
distance from my law-books; and which is so simple
that I hope more than two lines will not be necessary
to the affording an answer to it.

I am in the condition of an account to the Audit
office
in respect of £2,000 received Ao 1794 on account of Panopticon

an article of £1891 .. 16s . 6d . is composed of moneys,
paid within a certain time to the set of handicrafts,
chiefly Smiths & Joiners, whom you saw employed. The entries
of the weekly sums respectively paid to them are
regularly made in a set of books. But a man, who
under the title of Chief Inspector under the Board, addresses
to me written queries and requisitions, and who seems
disposed to earn the reputation of zeal for the service at my
expence, calls for "the Receipts of the parties, or other evidence
"of actual payment" taking no notice of the other evidence
