The information thus
called for was already
before him from 2 forms viz.
1. The Kings Warrant
itself - matter of record

Of this warrant, a sufficiently authenticated copy was,
at the time of the <add>his</add> perusing of this his Query, lying before Mr
Chief Inspector, or could have been without his own wilful
default or negligence.

In and by the thing as above recited to
therefore knew already a "under what authority" (to use the terms of his said Query) " the expenses were
"incurred by him" (the Accountant) "for an intended Penitentiary
Establishment.

As to th Which evidence being matter of record, and
as such incontrovertible, was better evidence than any that could be
composed of the written declaration of the Accountant, a species of
evidence, As to this if which in as an every instance Mr Chief Inspector has
throughout manifested an utter disregard.

As to the So far then as this first requisition is concerned,
the matter of the said Query is and was unnecessary needless, frivolous useless and in
that respect improper.

Moreover in need by the first of his Letters <add> of the Accountant</add> bearing
date the 14 July 1807 and, addre in answer to a
Letter of the 10th of June 1807 addressed to me received by the Accountant
from
John Lewis Mather Esquire in his quality of Secretary
of to the said Board, addressed to that gentleman in his said
quality, it he which which said Letter was also during the said priming
of the said Mr Chief Inspector's said Query by any
before him; as would have been without his own wilful
default or negligence [+] the said Warrant is Broughout
[+] as well as in and by the tenor
of the Account itself

stated and referred to, as being constitulous of the "authority
under which the Accountants said expenses were incurred"
