6. Charge the 6th. Subject of it the third of the said four
requisitions. For distinction it has been marked [3].

Thirdly as to Requisition the 3d " (the Accountant) is also required to
"state whether he has received any assurances of the intimation of the
"Lord Commissioners of the Treasury, to carry the original plan of erecting Penitentiary Houses into execution".

In the abovementioned Examination of the Accountant, p. 78. To the 23 June 1798
p.78

question "What Ground is it now proposed should be purchased
for the purpose of the establishment? the he is
stated as having answered in these words answer giving for answer - - "A part of Tothill
"Fields" - - - - with the addition therein mentioned whereupon follows the mention of a proposed addition and in the p. 79

next page, (p.79.) to another question, answer is made in these words "nothing
"could be more decided than the approbation bestowed upon
"this spot upon the very first mention of it," In By these
particular words, emplied with the general in part purport of
those two pages, what is plainly intimated, is - that not down to
that time (23 June 1798) the Accountant ca had continued to "receive 23 June 1798
"assurances of the intention (to use the words of this Query) of the Lords Commissioners of
"the Treasury to carry the original plan of erecting
Penitentiary Houses into execution."

In on the 4th of May So lately as the 4th of the
month preceding (4th May 1798) in a Treasury Letter 4 May 1798
signed Charles Long - which Letter is printed in the

same sheet as in that on which the Copy of the Kings Warrant
(from which Mr Chief Inspector derives derived the authority, by
colour of which he put these questions) is printed, the
said Mr Charles Long, the Secretary of the Treasury
speaks in these words. "The Lords of the Treasury are
"ready to enter into the contract with Mr Bentham,
"whensoever the preliminary difficulties above referred to
"were removed."
