Requisition 4
Observations

Those said by
Ch. Inspector's 5th
Query to have "no
"character of Voucher"
as provided not with-holding

(8) 13
Among the papers which he had already come into his
hand in the character of "Vouchers delivered in support of an Account
Amongst these of this Accountant nor some which does not mis bear not any particular
sum actually disbursed by him any relation much more
particular than several of the Letters, so, as above required could
be found to bear: and, of some of those papers in particular, it is asserted
by Mr Chief Inspector as above that they "have no character of
"voucher belonging to them". But neither in respect of Query the 5

given, of any distinction to relax from the rigour of that
rule, by which, of whatsoever papers required and
in the character of a Voucher "delivered" , by an Accountant, the property is taken out
of hand his hand, and that for ever, so far as appears from the
account, given as above, of the said rule.

Was this a trap? if

In the present instance, so it happened , that the
Accountant by an accident or another, the Accountant escaped from a
result to him <add> so respected and </add> wellthought of, as that of finding himself
without his consent if instead of the property he conceives himself to have
in these letters. Whether of in the views by which this
requisition of Mr Inspector's was dictated this result was or was not comprized, the
Accountant does not take upon him himself to judge. But whether
it may or may not be worth the while for the Board to
require, is a "question in among the matters for the of the Board which the Board will exercise their
