14. Conduct of Mr Chief Inspector Whitcomb in respect of the
point in question.
Such was the course and order of proceeding, which a Chief Inspector, more
desirous of saving an Accountant from unnecessary
vexation and expense, than of burthening him with it, could not
would have but have adopted preferred and observed. of course c The course taken on the occasion in question
by the its Mr Chief Inspector Whitcomb, was the reverse,
In the first place came comes the requisition calling for the
receipt, and that requisition an unconditional and peremptory one: required a d receipt,
with a with a 5d stamp, and for the obtainment of which a correspondence
with Sheffield was necessary: and this with the intention
formed, of making following it up immediately after with ulterior
requisitions, and in terms so vague and unsu- unexplained
as to render it but too manifest that supposing in case
of comparison in the part of the Accountant, to be the
, disappointment in the part of Mr
Chief Inspector could not but be the consequence:
"proof" required to be 'furnished', which an unser with no mankind
to prefer of which he found his case before his eyes
required by a Chief Inspector who, at the very
time, lying before him on his table a paper, in which
proof, of uninestimable proof the very facts in question, was is tendered;
tendered in and by a paragraph, against which as if for this very
purpose, he shuts his eyes.

As to li the disbursements, by the latter part of Mr Chief Inspectors Query objected to, as not sufficiently
proved, they are in number an then out of six; in total amount greater
than the those against which no objection was is made.
Of these then so objected to any one, if finally disallowed would
be sufficient to the stamps the receipts thus called for unless and to thereby
give birth for to another such requisition, calling for a
second stamped receipt with a second correspondence with Sheffield for the obtaining of it.
