IX. Charge the 9th: having for its subject Subject of it , the uniform alledged
habit practice of habitual misbehaviour of Mr Chief Inspector, in studiously with holding from the Accountant,
from first to last, the information necessary for his guidance.

1. Duty of a Chief Inspector in respect of the furnishing
of necessary information to Accountants.
Although of the institution of a judicatory for the auditing of the Public Accounts, (including the Offices of the several Officers acting under its authority) the direct
good of the <add> that several Officers acting and
auditing of Public Accounts, the main and only direct
and only position and is unquestionably the ascertaining the justness of the
respective Accounts, for the purpose of making government,
for the benefit of the public, to recover the ballance
in each instance, such ballance, if any
as it turns out to be due, yet another end, and that,
through but indirect collateral and as is course negative, not little
less entered to the attention of the public functionaries Officers
in question, is the reducing to the least dimensions,
which the pursuit of the main abovementioned direct and positive end admitts of,
the quantity of collateral , in the several
shapes of delay, vexation and expense (more particularly vexation and expense,
the part of individuals in the character of
Accountants [+] [+] (such being the denomination given to the suitors in this particular species of judicatory, to sections,) the pursuit of that main end is unavoidably
productive.
