II. General complexion of the conduct of M<hi rend="superscript">r Chief</hi>
Inspector. [ Whitcombe in the occasion in the respect in question. in relation
to the their line of duty.]
It must, as above stated, be the principles set
proper in this every occasion in question or that to be kept in view
by a Chief Inspector, it will be if it be not already, but too visible,
what sort of regard has, on the present occasion been paid to them, by Mr
Chief Inspector Whitcomb.
In an Account composed of but four Items,
so it was is that, in relation to all but one (in relation
to which the evidence descended of itself from a superior
source) the Accountant, himself in his youth a professional
lawyer, and in his old advanced age not inattentive to
the rules of evidence found himself under the indispensible necessity of applying [+][+] as he did viz. by in the face of the Account itself not to operate of the Letter which accompanied it to the judicatory before
under which he was acting in the character of a suitor,
for information concerning the practice and pleasure
of that judicatory, in respect of the [+] [+] rates and conditions to be observed by an Accountant, and in particular concerning the shape of
to be given to his evidence.
The Account, in and by which this necessary
information was prayed, found its way, doubtless in
this course, into the hands of Mr Chief Inspector
Whitcomb.
Thereupon, in the first plan of the general
complexion of his conduct, throughout the
