22 July 1808 + Charge E2 19
Charge Observation
Use to other Accountants

Zeal for the public
service - an ordinary
plea in the mouth
of tyranny

Zeal for the no proof of probity

In the way of defence, or apology, in defence
against the imputation of hardship and vexatiousness
as towards individuals a plea naturally resisted to is that of zeal for the
public service.

11
Inapplicability of
that plea in the
present instance
No benefit to be served
by
1. Careless neglect to
give necessary

2. Wilful with holding
of do when asked
3. Plying an Accountant
with queries already
uncovered.
4. Plying him with
irrelevant queries & other requisitions
5. Unexceptionable
evidence but virtually rejected
6. Alarming obscurity
and perplexing ambiguity
of language

But by in no instance one of the or sort by pain act of unnecessary and useless exertion
of the faculty of useless vexation - and in particular,
by no act of useless vexation of the nature of those
here charged, is the prison public in any way promoted: by
virtual refusal of necessary information properly applied for and decorously requested
by groundless rejection queries and other requisitions
either by anticipation already complied with, by anticipation to irrelevant and thereby rendered useless,
or even irrelevant or else in their very ( which in or to use the legal repetitions is <add> say the word legal word in use
word employed in Equity procedure in particular , and
in that account useless - by virtual and implied rejection of
legal and unexceptionable evidence - and those
vexations exercised for the inflation of these vexations
language of an apparently the instrument employed, a studied obscurity and ambiguity
of language, employed by which at the same turn
that an explicit proposition capable of being contested or
complained of is advanced, the perplexity of in which the
mind of the Accountant is involved, and consequently the vexation
inflicted on him, is increased.

By no one of these instances and modifications
of official misbehaviour to the prejudice of individuals
will it be possible to shew, that the service of
the public is in any degree or in any respect, provided.
