Charge Observation
Use to other Accountants

Such tyranny
affords no presumption
of probity - but
rather of improbity
A man disposed to
thus induce favours
to , would behold
for his improbity
a convenient
in the reputation if
severity acquired
at the expense of
others.
The reflection a
general one - no
special grounds for
applying it here

The Accountant has to charge to produce Against
the Mr Chief Inspector Whitcomb, the Accountant has not any charge to produce other than that of which the written
documents herein referred to from the  : on the part Political Officer he
no suspicion of misconduct in his part <add> in any charge rather than those which are plainly
expressed in the tenor of this charge: w the observation
which here follows is therefore meant not to
convey any instruction to the personal prejudice of Mr
Chief Accountant Inspector in particular, but as a general
consideration of a general nature which presents
itself [ to bear] as fit, on the occasion of a any charge
of official opposition is vexation, to be borne in
mind: and that is - that a disposition to harshness
and vexatiousness, though certainly not incompatible
with probity, does not afford any the slightest
proof if it, or even no, nor so much as any the slightest presumption beyond
what 2the opposite a conduct of the directly general completion
would afford: on the contrary [+] [+] each of the whole number of individuals subjected to his authority supposing an officer a man disposed
by motives of corruption or partiality disposed
to then induce favour to this or that som part of the <add> whole number of </del> </add> some of the individuals subjected
to his authority, his such improbity could not find any
more mistaken or better adapted or more convenient mark, than such a reputation
of public zeal, rising to twenty, a reputation as he
might hope to acquire, by the a habit habits of vexation
and oppression, maintained and manifested at the expence of others,
by for whom the benefit of his favour was not intimated.
