(2 2. Requisition 2.

In the same Report of the said Finance Committee, and in the
same leaf as that on which the Copy of the abovementioned
King's Warrant is printed, is printed a Treasury Letter
signed Charles Long, Mr the said Mr Charles Long being
then one of the Secretaries to the Treasury, and dated the
Treasury Chambers 4th May 1798: in which Mr Long speaks
of the said Contract as not having then been executed declaring concluding
that the with saying "The Lords of the Treasury are ready to enter into the
"Contract with Mr Bentham" (the Accountant) "whenever
"the pecuniary difficulties above referred to are removed;
"and Mr Bentham, on his part, has always expressed
"his readiness to do the service." ][ [+] [+] Executed or not
executed, the instrument
thus called of was
and is, with reference
to the point assumed implied
purpose of the requisition
viz. that of an enquiry
into the propriety of
the expenditure made
of the money which
was and is the subject
of the Account,
not useless irrelevant and inapplicable:
and
the requisition by
which it is called
for, useless and
unwarrantable.

3. 3. All that is as above herein above quoted, with so much more that might have been quoted and transcribed not being sufficient to satisfy Mr
Chief Inspector in relation to the 2d requisition
I (the Accountant) do hereby declare that the said
Contract has neither had then, not has since been executed:
which being the case, the only event in which
I am required to produce the crime not having taken
place, I do not produce it.

As to the Draft itself — were the Draft of Contract of which
at the time when it was ordered it can not but be assumed that
it was intended to be executed, if that be what he is
desirous to see, he knows where to find it: for in this very Quere he himself
mentions where it is to be found.
