Workmen's Receipts

A circumstance feature character altogether remarkable, and that which
shews itself in every part of this paper of Mr Chief Inspector's is — the caution
observed Ret on no occasion to let suffer the
Accountant to learn, by what means his account,
be it ever so just, can be sure of promise itself the benefit of his allowance
"Without the receipts of the parties be they or
"other evidence of actual payment, My account being a the items contained
"therein (in the Books in question) can not be understood
"to be disbursements on any account."
Without, not; be it so: but with "the receipts
"of the parties" would it have been so understood?
This is not directly asserted: for nothing on which
an Accountant how honest soever/however upright/true might behold an assurance of
safety, is any where asserted: but, to appearance, it
is if not implied, at least insinuated.
The receipts of the parties are at any rate mentioned
as competent and proper evidence evidence proper to be required and they form the only
particular sort of evidence that which in that character is mentioned.
Now with In answer, with submission to those
to whom it belongs to judge, I maintain that it was
not proper necessary for me, nor even proper to have endeavoured to provide
myself with such evidence, not consequently
proper for Mr Chief Inspector to require it of me; especially
in preference to other evidence.
