in that case I should either have used my endeavours to comply with it, and
if I had found compliance impracticable, I should have
dec given back the money.

But I have already stated that for this part
money or any part of it, I never did did not at the time of receiving it, nor indeed at any
time, till I received
the first letter from the
Board, ever
expect to be
called upon to give account; and for this non-expectation
of mine I have given the reason [+] [+] viz. in my first
Letter to the Board

which reason
till I have from some competent quarter I find it contraverted, I shall must cannot but take leave to call
a good one.

But, except on receiving the hypothetical
intimation above supposed, had I even been assured of being
called to account, I should not have thought it fit
t right in preparing for such account, to go about to obtain
such evidence.

The matter of fact for the proof of which according to the opinion thus delivered by Mr
Chief Inspector the receipts of these parties, workmen handicraft
Smiths, Joiners and the like at weekly wages would have been if not either
essentially necessary, as in a superior degree proper, is —
not the mere vesting it in such and such work, at such
or such a place, but that the work "done by them was
done on "public account" and not in "private".

On this head my observation was is — that this
was a matter, concerning which, in this situation, it was not
natural, indeed I scarce possible, for them to know have possess any direct or certain knowledge: no,; nor so
much as to form any opinion about, other than what they
might be led to form by general report, or by information
from their inspector, Mr Lloyd, whose own account of
the matter is ten in my Account tendered, as above, and by Mr
Chief Inspector in this Query of his (No 5) virtually rejected:
