2. Supposing the existence of legal authority, competent to the making
of re the requisition in question, yet under the circumstances
of the case, as they lay before Ch Mr Chief Inspector, or,
unjust without his own wilful default or neglect would
have lain before him, at the time of making this
requisition, it is unjust.

In the requisition it is appl implied and assumed
that the purpose for which the £2,000 in question was
put into my hands, was that of providing certain
specific articles: goods of some sort a determinate description to be delivered
by me, to some one else, "for the use of his Majesty's
"government."

But, in a document which at the time of pressing
this requisition was or at least ought to have
been lying before him, Mr Chief Inspector (I
mean my already mentioned Examination before the Finance Committee || || 23 June 1798 being
the document referred to in that 'Letter of mine which
accompanied the Account + + 14. July 1807. the contrary is all along this idea is from the first to
asserted the last compleatly negativ'd

Of the money expended by me, by far the
greater part, and that much more than the £2,000 in question
is there expressly stated as having been expended "in
"bringing to maturity a system of inventions" — mechanical
"inventions, and that of for variety and extent,
seldom I believe, if ever, imitated. One consequence,
that frequently happened, was — that,before in each time, before any
machine was constructed pr that was found fit fittest pr for use, a
number were constructed that proved either less fit, or
not at all fit for use, and were therefore dest broken up
and or destroyed. Agreable to this in my said Examination, is the statement which says —
