"Of the fruit of this expenditure some part would now be
"lost, although the Penitentiary establishment were at length
"to be put on foot, and if it were not, almost the whole."
and the prediction has proved but too true.

True it is, that, in that same evidence of mine,
it is stated that mention is made of "cast iron" ordered
by me, and in part executed; being the same cast iron
that forms I is the subject of two of the five items
in my account; (and this (I suppose) it is, that Mr Chief Inspector
fastens upon an idea "for the use of his Majesty's Government.")

But what a fact, which the requisition implies and assumes, is — that
these cast goods, or at least some other specific goods,
were specially ordered for the use of his Majesty's government,
and as such to be delivered to by me, to any
person properly authorized by his Majesty's Government.
But in no agreement written or oral, was any
such stipulation ever made or attempted to be made.
The ordering of the cast iron for the building, and this
before the land had been much as pitched upon on
which the building was to be erected had been secured/was purchased [+] [+] had been so much
as purchased,
was my own act — my own spontaneous
act, engaged in in the hope of saving time, and
before any application for the money in question or assistance
in any other shape, had been made by me to
government.

It is then Moreover expressly stated that it was the keeping
the works going on (viz. the experiments works of experiment
herein above mentioned and therein described) and the preventing was and to prevent "the dispersion
"of the workmen" that had been trained in them
was is
therein also stated as constituting the necessity necessary necessity, as well as the
alledged ground, of the "representations" by which the money
