At the end of 1796, the £2,000 in question
Government money together with a so much larger sum of
my own, had already been expended, and still "the
"Penitentiary Houses" in respect of which "for the custody and care of the Convicts
"proposed to be confined" in them, the £2,000
had been impr paid to me "by way of imprest", + + Kings Warrant

remained to enable me (as declared in the Kings Warrant) "to make such preparations
"as may be necessary" viz. to the above purpose, were
not erected, nor so much as the any ground on
which they could be erected, purchased.
But it was through no fault of mine that
by that time they had not been erected. The fault,
if any fault there was, lay at the door of those by
whom, had they so pleased, land of unquestionable fitness and sufficiency might have been
purchased, but was not; nor has yet been purchased.
This, in my said Examination is intelligibly 23 June 1798
enough stated: and this, on the part of those
who on this occasion took upon themselves as indeed it belonged to them, to speak
on the part of the Government — I mean the Lords
Commissioners of the Treasury was about the same time not contraverted, but
virtually admitted.
