Accountants Examination
23 June 1798

After speaking of "difficulties" that had occurred
in relation to the purchase of land "My great comfort"
(I go on to say in my said Examination before the Finance
Committee) "my great comfort, as well as my great encouragement,
"at the outset of this business, was, the observation of a spot
"in the instance of which, as it seemed to me, these difficulties
"had been overcome. It was on the ground of
"an Act of Parliament, and of a decision that had been
"given upon it by a tribunal, of which the twelve Judges
"formed a part — it was upon this ground, coupled with other
"assurances, that I proceeded at the outset of this the business;
"it was upon the faith of another Act of Parliament,
"which the Committee have before them (I mean that
"of the 7th July 1794) that I persevered in it. Had it
"been said to me in those days, these powers are employed
"on other cases, but they will not be in yours, my
"property would have remained undissipated, and the
"Committee would not have had this trouble"

In this Act of 7 July 1794, the other Act was is 7 July 1974
referred to, and certain proceedings carried on under it, recited:
among which proceedings were the approbation of a spot at Battersea Rise under
by the twelve Judges, and the Verdict of a Jury, whereby
the value of the spot had been found; after which, on
the part of Government, nothing remained but, on
payment of the money, to take possession of the Ground.
The possession of that spot and no other, was among the terms demanded
by a Proposal of mine, on the acceptance of which,
I was twice called upon, as stated in this same Examination
of mine, + + p.76

to take my arrangements.

In any by this Act of 7 July 11794, option was
given to the Treasury, but without any consent of mine, given — or
refused
