What certainly did not occurr to them, was — that
it was in the nature of the £2,000 in question, had it ever been put into
my pocket entire, reserved and not expended as it was
along with the rest, could to furnish a an adequate compensation
for the £9,000 so wasted by me though without any
default of mine. In the course of that examination +23 June 1798

I had as above stated almost the whole as wasted, been supposing
the Penitentiary Establishment to be even then at that time set in foot. L That
this waste had whatever it might be had no default
of mine for its cause, had been recongnized by
the Treasury Letter abovementioned || || 4 May 1798
p.65 for whichever might
be the consequence, the cause was therein in that letter laid solely
to the account of ne "Great difficulties .. that had occurred in
"endeavouring to procure possession of ground fit for
"the purpose" of which difficulties, the least that can
be said by me is that no part of them had any
conduct of mine for its cause.

In the judgement of the Committee, notwithstanding
any thing that might have been done by me with the
£2,000 public money, compensation was thus due to me
then in June to or July 1798, even on the supposition
of the Penitentiary Establishment's being then set in foot,
due to me viz. on the score of the 5 Years delay
that had then intervened since the time of my having
"here called upon to take my arrangements." To this the
idea of a compensation; to be given me at the public
expence, my own aversion is therefore or thereupon and therein declared
