Ten years have since elapsed; — the intended establishment, with
as little default on my part as ever, has all along been kept,
and is kept still, in a state of non-existence; — not
a penny, on the score of compensation, has ever been
given, or of tendered, to me, or applied for by me.

With this what is above all the while before his eyes (for,
if it was not, why was it not?) [+] [+] and seeing even upon
the face of this account,
(though therein as in
the Letter that accompanied it
declared to contain
only a part of
my whole expenditure)
seeing almost
as much
again accounted
for as I had
received from government, comes Mr Chief
Inspector, and instead of compensation, or by way of
compensation, calls upon me "to state "where the
several articles as if it were a matter I had projected as if it were a secret his zeal and talent were bringing
to conceal to light, "where the several articles ordered
and provided by me as necessary for the
"purposes of the intended establishment" — not excepting
any of these which I had provided with my
own money — "now are" and this, for the declared
purpose of his knowing "whether the same", including
whatever articles I had brought provided with my own
money — "are forthcoming to the use of his Majesty's
"Government.
