In the requisition in question, what is necessarily by necessary
implied implication is contained is no less than this — viz. that of the expenditure of the
whole of the money expended by me on the account of the
intended Penitentiary Establishment in question, amounting to
(according to the statement which was before him, to about £9,000 (interest included) of my own property, in
addition to the £2,000 in question Government money
received by me, I should give him an account, together including
an account of all the several articles produced by
that expenditure: and that whatever, if any, of such articles if an
were remaining by me in my hands, I should consider as belon
purchased by that money £2,000 and be ready to deliver
up accordingly: and but and [+] [+] and moreover
(it being assumed)
that whatever
articles I had on
this occasion provided
with my
own money become
thereupon similar
to others the property
of government) it moreover follows, if of any such articles it
has ever happened to me to sell any part, applying
the money produced on by the sale to my own use, the
best that could can happen to me is r to refund it to
the use of government: upon whose bounty laxity and indulgence
it will depend whether or no to accept of such money
so refunded as an adequate satisfaction for the goods so
belonging to government, or to consider the goods as
disposed of at an under value, and myself as a
peculator to the amount of the difference, and as
such under an obligation to make it good.
