With On the subject of the money expended by me in
preparations for the intended Penitentiary Establishment in question,
such is Mr Chief Inspectors virtually declared requisition &
expectation, as
it remains for me, after stating what has been already
to the fact done by me towards the completion the fulfilment
of that expectation towards so much more to declare my refusal to do any more; and for that
refusal to submitt
to the Board some
additional reasons
which granted it to me

In fact I have given What I have done is — the query I have given an account of a sum equal
to the £2,000 in question, and shewn it to have been
bona fide applied to the purpose for which according to the terms of the Warrant it was impressed
into my hands.

To make sure — ex abundanti cautela — and
that there might be no pretence for any thing like the sort of treatment I
have experienced — I have given a further account of
a sum the expenditure of a further sum of money of my own
little less than the above, applied to the same purposes.

Having It is after having thus already given an account of but too much,
of my own money, that I protest against the being obliged to give account of any
more: and I must beg leave to be understood barely
peremptorily to decline so doing; and that for the following
reasons: —

As to every thing beyond the £2,000 The Board will see [+] [+] if it be their pleasure
to look at the documents
to which I had from the
first made reference, and
now refer again,
as every person whose eyes
are not wilfully shut against upon the subject can not but see

that I — on that score I have an acknowledged stance
on the sum of the whole of my transactions with Government in respect of the intended Penitentiary
Establishment
to be compensative: and that be the amount of many thousand
pounds.

On that In respect of that claim, it lies not within
the jurisdiction and authority of the Board to afford me
any the smallest relief. It would therefore be contrary to the most
manifest principles of justice were they to attempt to
employ their authority in the endeavour to force from me
an account of the expenditure of my own money, for if no
other intent or purpose than to that of forcing out of my hands whatever little small matter

of the mixt fund so
mixt, for the purpose
of saving a correspondently
small part of my loss, the Board not having in its power to make good to me the remainder nor any part of it.
