1 Reasons against
Vouchers referred to A

The purpos

The proposition I have in view is this: — viz.
that one p On the occasion of an Account, to be passed
before the Commissioners of the Audit Office, there is a
species of evidence called a Voucher, so peculiarly
adapted to the nature of the business, that, supposing
it, in respect to this or that article deficient, no other species of evidence is capable
of affording, in the relation to that article a compleatly adequate succedaneum:
and that, notwithstanding a tender made of evidence
from the same source, and in that any of these shapes
which, according to the principles and practice of the
Common Law, would be regarded as preferable, [+] [+] not to say exclusively
preferable
a want the absence
of any such Voucher affords of itself such a ground
of suspicion, as in is sufficient to warrant justify
and even require a strictness of scrutiny and investigation, degree of strictness and inquisitiveness
such as, had no such deficiency been
observable, would not have been employed practiced.

In this proposition, I descry a possible course cause
of the vexation I have experienced, and of
the ulterior load of vexation, whatsoever it may be, which
from the same source, it may be my destiny to
experience. It is under this conception that by way
of supplement to those my Answers I have drawn
up a short paper marked A and intituled
"Legal Measure against the prediliction in favour of in support of Common Law evidence, as compared
"with Vouchers: and, these measures, being grounded in the
principles and practice of the Common Law, I beg leave
to submitt to the bo Board at large, whether for the consideration
of
