4 3 Charge against Whitcomb.
Paper C
Supposing the plan course hitherto pursued by Mr
Chief Inspector Whitcomb in his Observations and
Queries persevered in — a course composed of wanton requisition
on the one hand, joi and concealment of
necessary information on the other, the duration
of my vexation in the character of Accountant in
respect of this Account threatens to have no other
bounds than those of my life.
For doing what depends upon myself to put
a period to this vexation, the speediest and most effectual course that presents
itself to my conception, is the stating in a precise
and distinct form the grounds which it appears to me
that I have for complaining of his conduct on this
score.
These grounds constitute so many Charges
or Articles of Charge, which I in a separate
paper marked C, I have taken the liberty to herewith
to transmitt, and submitt to the consideration of the Board.
The title of the paper is
Charges preferred by Jeremy Bentham of Queen's Square
Place Esquire in his quality of Accountant in
respect of an Account of £2,000 impressed into his
hands by King's Warrant dated 11 June 1794, against
to the Commissioners for the auditing of the Public Accounts,
against Richard Whitcomb Esquire one of the Chief Inspectors
acting under the authority of the said Commissioners
for alledged misbehaviour in the execution of his said Office, in relation to the said Account.
