J.B. to Inspector General

1. As to the "authority, under which the expenses
"were incurred by him me" (the Accountant) in preparations
"for an intended Penitentiary Establishment" the Accountant
begs I beg leave to refer to the document quoted immediately
after in the Query, viz. to the 28th Report
of the Committee of Finance, and therein to the account of
that transaction as given in the my examination of this
Accountant reported at as provided in the Appendix to that Report.
2. As to the query, whether the draught of the
intended Contract relative to the said intended Establishment
has since been duly executed, neither that
Draught nor any other has relative to the said intended
Establishment has ever been executed: and thus far no
A But the non-execution thereof has not originated in been produced by
any act or fault of this Accountant: his exertions
though strenuous and continued for a long course of years
not having been able to procure the requisite concurrence
of the other side.
3. As to "any assurances" received by this Accountant
concerning "the intention of the Lords Commissioners of the
"Treasury, to carry the original plan of erecting Penitentiary
"Houses into execution", such intentions as Appear to
have been entertained in that quarter in relation to this subject
are stated, according to this Accountants view of them antecedently to in his
said examination.
