Answer to the Queries mass 2.
1. As to the authority under which Answer to the Query:
"under what authority the expenses were incurred by him
"in preparations for an intended Penitentiary Establishment"
My account of this matter as given to the Committee of
Finance on the 23 of June 1798 is printed in the 28th
Report of the Committee of Finance p.76. I there state
that in July 1793 I was twice called upon, and both
times in the same terms, "to take my arrangements." On
that occasion I thought it most decorous and respectful
not to mention names. The first time was by M in my own Office
in Queens Square Place Westmr by the late Mr Pitt —
in the presence of my Brother, and I believe Lord
Melville then Mr Secretary Dundas: the other time
was at the Office of Mr the said Mr Dundas; at
the India Board at Whitehall; no other person present.
Of the many particulars stated in that my examination
not one has ever been contraverted either in writing
or in conversation by the Lords of the Treasury or any
other person on their behalf, or in short by any other
person whatever.
