2. The need which an Accountant stands is of
such information, stands exemplified on every page in a variety of defined shapes and in
of each of the three papers above spoken of, and in
one shape or other is brought to view in every page
of them.
One instance, as being in a particular degree prominent,
seems to claim demand a separate . I speak
of the practice of impounding whatsoever papers are
sent in for I know of no distinction to the Board
by an Accountant — all papers whatsoever — and
whether sent in spontaneously, or in obedience to
a call made on him for that purpose — for I
perceive no traces of a distinction — and that to
the so long as till the Board shall continue have ceased to be a Board —
for I perceive no designation of any certain point
of time.
Here then, is a power — assumed and exercised
under the authority of the Board, is a power and as I will here
venture to say, having
proved as much
abused
of commanding, at the hands of every individual, standing
in the situation of Accountant — to be kept
out of his hands, as it should seem for ever — and
to be disposed of, by he knows not who, he
knows not how, any and all such papers as an
officer, in the character of Chief Inspector, may
under the notion of their being necessary in some
unassigned and unspecified way, necessary to the forming
of a right judgment, have been designated.
