By sending in th originals, both the vexation and
the expense of sending in copies — "attested copies" — would
have been saved. This therefore was the course, which
in to the position occupied by Mr Chief Inspector, would
present itself as the one that might most naturally be
expected to be taken by an Accountant. This then
is the course which to him would appear likely at least
to be In taken, though not certain

This is moreover the course that in the present
instance would have been taken by the Accountant,
had the requisition instead of irrelevant appeared to
him to be relevant, and compliance in consequence
matter of obligation.

This is in fact the course which be actually tak on a
preceding occasion, were the one above mentioned, he actually
had taken, viz. at the outset of the business
and before when as yet his confidence in the Board was boundless without
bounds not having as yet received these been subjected to defalcations
which since it has unwillingly submitted undergone at the
hands of Experience, but of this under another hand.

This then was one Officer of the Board in expectation
of getting, and acting under an intention to get, into his
hands, a set of original papers containing a correspondence
between an individual, and divers persons in high office:
and this by colour of his office, the said papers being
in effect stock papers, he at the same time knowing (for
on the part of a public functionary with the means of
knowledge already in his hands knowledge can not but be
presumed — he knowing that the papers, if obtained would
with reference to the purpose for which they were asked, be of no use.
