Leaving that question to the uncertainty that belongs to it,
there is another to which I can speak with full venture to speak with sufficient assurance
and that is, that though admitting in the present instance no such
evil consequence was in contemplation; yet in other
instances and times and in the instances of other individuals, an abuse
of that kind is too far from being improbable, to be with
propriety suffered to remain unchecked, the power of
committing it being left without any of the such restrained
in the very simple, and innocuous, and at the same time effectual one,
which I have herein above ventured to recommend submitt to the consideration
of the Board.
